AARTO – Administrative Adjudication of Road Traffic Offences. What it means to you. AARTO entered into effect in Pretoria (Tshwane Metropolitan Police Department) and Johannesburg (Johannesburg Metropolitan Police Department) areas with effect from 2008 and 2009 respectively. The Act is set to be rolled out throughout South Africa by 31 December 2010 and is said to be in full effect, including the points demerit system by 1 April 2011. We have previously provided a short outline of AARTO on this website but no longer offer this due to the launch of the AARTO facts website at www.aartofacts.co.za where a full outline of AARTO is available.
